Freelance licence or freelance visa?
People use "freelance visa" for two different things. A freelance licence or permit lets you work for yourself legally. A residence visa lets you live in the UAE. Some routes give you both, and some assume you already have residence. Work out which one you are missing before you compare prices.
Main routes compared
| Route | Who it suits | Indicative requirements and costs |
|---|---|---|
| GoFreelance (Dubai Development Authority) | Freelancers in approved fields such as tech, media, education or design | Licence about AED 7,520 per year. Establishment card about AED 2,000. Visa about AED 4,600 for one year or AED 5,042 for two. Emirates ID extra. |
| Green Residence (self-employed) | Experienced self-employed professionals | 5-year residence. Commonly asks for a bachelor's degree or equivalent and self-employment income of AED 360,000 a year for the previous two years, or proof of financial solvency. MOHRE permit needed. |
| Virtual Work Residence | Remote workers employed by a company abroad | 1-year residence. Commonly asks for income of at least US$3,500 a month, plus health insurance and a medical test. Not for independent freelancers. |
Prices and conditions are as reported in 2026 and change often. Confirm them with the issuing authority before you pay.

How to apply (general steps)
- Choose your route. Decide whether you need a licence, a visa, or both.
- Prepare your profile. A CV, portfolio or work samples help for creative and tech activities.
- Apply with the issuing authority. That could be the free-zone freelance programme or MOHRE and GDRFA for the Green Residence.
- Complete medical and insurance. Residence visas need a medical fitness test and valid health insurance.
- Get your Emirates ID. Once the visa is issued, complete the Emirates ID process.
- Renew on time. Licences usually renew yearly, so diarise the date.
Documents checklist
Requirements differ by route. These are the items that come up most often:
Mistakes to avoid
- Assuming the AED 360,000 income condition applies to every freelance route. It belongs to the Green Residence.
- Budgeting only for the licence and forgetting the visa, Emirates ID, medical test and insurance.
- Picking an activity that is not on the approved list for the programme you chose.
- Using an agent without checking the quote against the official fee.
